I've spent 25 years working with water systems. I've never seen public anger about water quality at this level in the UK. 168,437 people have signed a petition. Here's what I think you actually need to know — not about the politics, but about what's coming out of your tap right now.
Because here's the thing: the debate about who owns the water industry and the question of what's actually in your water are two separate conversations. One is happening in Westminster. The other is happening in your kitchen. And only one of them you can do something about today.
The Petition — What's Actually Being Asked
A petition calling for a binding national referendum on public ownership of the water industry has now passed 168,437 signatures — enough to trigger a formal parliamentary debate, scheduled for 14 September 2026.

The petition argues that the privately owned model has failed consumers: too little investment in infrastructure, too much money flowing to shareholders, and too many sewage discharges into rivers and coastal waters. Parliament is required to consider any petition that passes 100,000 signatures. At 168,437, this is one of the most-signed water-related petitions in recent memory.
Prime Minister Andy Burnham has previously expressed interest in expanding public ownership of key utilities. His government has not committed to nationalisation, but the political pressure is real and growing.
Why Public Anger Is at This Level
The numbers tell a story that's hard to argue with.
Since privatisation in 1989, English water companies have paid £52.7 billion in statutory dividends to shareholders according to Ofwat's own data (1992/93 to 2023/24) — with the petition itself citing over £85 billion delivered to shareholders overall, a broader figure covering the full privatisation period and other financial returns beyond formal dividends. Either way, the same 41.4 trillion litres of water have been lost to leaks across the same era. That's not a typo. Trillion.
Thames Water — which supplies 16 million people across London and the South East — is now controlled by its senior lenders after shareholders wrote off their stakes entirely. Its debt stands at £20 billion. Nationalisation of the entire English water sector, according to creditors' own analysis, would cost between £100 billion (the government's estimate) and £140 billion (the figure Thames Water's creditors put to the government in August 2026, in a clear attempt to make the option look unaffordable).
Meanwhile, Thames Water paid its incoming finance chief a £1 million signing-on fee in July 2026 — while simultaneously drawing down the final tranche of an emergency £677 million lifeline just to keep operating.
Southern Water was fined £7.1 million in July 2026 for illegally dumping sewage off the Kent coast between 2019 and 2021.
And in August 2026, new government data confirmed what many suspected: every single body of water in England is now polluted with toxic chemicals. Not most. Every one. Just 14.3% of surface waters achieved good ecological status.
I understand why people are angry. I'm angry too.
What Nationalisation Would — and Wouldn't — Change
"I'm not here to tell you whether nationalisation is right or wrong. That's a political question and this isn't a political site. I'm here to tell you what it would mean for your tap — and the honest answer is: not much, not soon."
What nationalisation could change over time:
Removing the profit motive could, in theory, redirect the money currently paid as dividends back into infrastructure — replacing lead pipes, fixing leaks, upgrading treatment works. That's the argument for it, and it's not an unreasonable one.
What nationalisation wouldn't change:
It wouldn't fix lead pipes overnight. There are an estimated 4 million UK properties still connected to lead supply pipes — the internal section from the stop tap to your taps is your responsibility regardless of who owns the company at the other end. Nationalisation doesn't change that.
It wouldn't remove PFAS — "forever chemicals" — already present in the environment. These compounds have accumulated in water sources over decades. They don't disappear because of a change in ownership structure.
It wouldn't happen quickly. Even if Parliament voted tomorrow to nationalise the water sector, the legal processes, compensation negotiations, and operational transitions would take years. The £100–140 billion cost would have real consequences for public finances.
The water quality problem exists regardless of who owns the pipes. That's the uncomfortable truth that gets lost in the political debate.
What the Crisis Means for Your Water Right Now
While politicians debate ownership, three water quality issues affect UK households today.
PFAS ("Forever Chemicals")
PFAS compounds — used in non-stick coatings, firefighting foam, and hundreds of industrial processes — have been detected in water sources across England. The UK government published its PFAS Plan in February 2026 and is currently consulting on new statutory limits for PFAS in drinking water. Current official guidance states there is no evidence of PFAS above safe levels in UK drinking water supplies — but "safe levels" is a moving target as the science develops, and the EU has already introduced stricter limits than the UK currently applies.
The only home filtration technology that reliably removes PFAS is reverse osmosis (RO). Carbon filters can reduce some PFAS compounds but are not consistently effective across the full range.
Lead Pipes
Under the Water Industry Act 1991, water companies are responsible for water quality up to your property boundary — the stop tap. From the stop tap inward, including any lead pipes inside your home, is your responsibility. Water companies have replaced many pipes on their side of the boundary, but approximately 4 million UK properties still have lead supply pipes on the internal section.

Ageing Infrastructure and Chlorine
Water companies use chlorine to treat drinking water — it's safe and effective, but many people find the taste and smell unpleasant. Ageing infrastructure also increases the risk of contamination between the treatment works and your tap. These are real, everyday concerns that exist independently of the ownership debate.
What You Can Do Right Now — Regardless of What Happens Politically
The political process will take years. Your tap is running today. Here's what actually works.
Step 1: Run your cold tap for 30 seconds before using water for drinking or cooking. This flushes any water that has been sitting in your internal pipes — particularly important if you have lead pipes or haven't used the tap for several hours.
Step 2: Request a free lead test from your water company. All UK water companies offer this service. If your home was built before 1970, it's worth doing.
Step 3: Consider a certified filter if you have specific concerns.

A note on NSF 53 vs NSF 58:
NSF 53 is the certification for lead reduction specifically — it applies to filters of all types that have been independently tested to remove lead. NSF 58 is the certification for complete reverse osmosis systems, covering the system's performance across a range of contaminants. An RO system certified to NSF 58 will typically also remove lead, but the specific standard for lead reduction is NSF 53. If lead is your primary concern, look for NSF 53 on the label.
If your landlord won't allow any installation at all: run the cold tap for 30 seconds before drinking, request a free lead test from your water company, and consider a BRITA-style jug filter for taste improvement while you explore your options. It won't remove lead, but it's better than nothing for everyday water quality.
The Bottom Line
168,437 people have signed a petition because they're angry — and they have good reason to be. The water industry has some serious questions to answer about where the money went and why the infrastructure is in the state it's in.
But the parliamentary debate on 14 September won't fix your lead pipes. It won't remove PFAS from your water. It won't make your tap water taste better tomorrow morning.
